Event Management Plan (EMP) Hub
The Event Management Plan (EMP) Hub provides the complete governance framework required for event organisers at Plas Heli, the Welsh National Sailing Academy & Events Centre. It supports the development of fully compliant EMPs for SAG submissions, insurers, class associations, and internal event governance.
Digital Library Development
Plas Heli is actively expanding this digital documentation platform. Many of our long‑standing paper EMP documents are being migrated into structured online sections. If you require an EMP section, template, or reference that is not yet available here, the Plas Heli Operations Team will provide it directly.
This hub will continue to grow as we publish more EMP sections, templates, and guidance. If something you need is missing, please let us know — we are here to help.
High‑Priority EMP Sections
These EMP sections relate to core governance and high‑risk operational areas. Event organisers should ensure these sections are completed early in the planning process.

The EMP Hub works alongside the Event Organiser Playbook, the Safety Documents Library, and the Compliance Documents Library to provide a complete governance and safety framework for visiting event organisers.
Event organisers should ensure that:
- All relevant EMP sections are completed before submitting to SAG
- Safety and compliance documents are referenced within the EMP
- Volunteers and safety teams are briefed using EMP content
- Any missing EMP sections are requested from Plas Heli Operations

Overview
The Event Management Plan (EMP) provides a complete operational and governance framework for all major sailing events hosted at Plas Heli, the Welsh National Sailing Academy & Events Centre. It is designed as a structured, modular document that supports organisers, race management teams, volunteers, and regulatory bodies.
Each section of the EMP is maintained as an individual article for clarity and ease of updating. This landing page provides direct access to all EMP sections.
EMP Sections
1. Event Overview
Defines the event purpose, scope, key stakeholders, and headline operational arrangements.
2. Event Management
Outlines roles, responsibilities, planning timelines, and event governance structures.
3. Site Specifics
Details the Plas Heli site layout, zoning, access routes, capacities, and operational areas.
4. Health & Safety Arrangements
Describes safety responsibilities, risk management processes, medical provision, and emergency procedures.
5. Communications
Sets out afloat–ashore communication protocols, radio channels, escalation routes, and daily briefing structures.
