Plas Heli Cyf and Clwb Hwylio Pwllheli Ltd (CHPSC) set out a working model by committing to a 'Memorandum of Understanding' in 2025 and a subsequent 'Facility and Service Agreement' whereby Plas Heli provides services and facilities to CHPSC and to the qualified members of CHPSC.
CHPSC pays an annual Facility and Service Agreement Fee for these Facilities and Services.
In Summary, Plas Heli provides the following:
- Facilities for all usual Sailing Club Activities and the Functions as set out below.
- Provide Services for CHPSC, as set out below, which will include Insurance for CHPSC’s Activities and Functions.
- Storage facilities for CHPSC members’ equipment, as set out below.
- Discounts to CHPSC members on services provided by Plas Heli.
Facilities Provided by Plas Heli to CHPSC
Plas Heli undertakes to provide the following facilities:
Facilities
- Reasonable access to all public areas of the facility.
- Training Room for lessons during training events, by request.
- Training Room for Office use and Meetings, by request.
- A home for all Memorabilia and Trophies in areas within the facility to be agreed between the parties.
- Use of the changing and shower facilities, associated with organised events.
- Rooms for General Meetings and Social Functions by agreement and in association with the Franchisee
- Reasonable use of the office and equipment therein.
Services Provided by Plas Heli to CHPSC
Plas Heli undertakes to provide the following facilities:
Services
- To insure, with the Plas Heli Insurance Underwriter, adequate insurance cover for all CHPSC activities and functions. CHPSC directors will be invited to contribute to the annual renewal process and will confirm that the policy to be adopted is adequate and appropriate for CHPSC.
- To provide reasonable access to office equipment.
- To provide and maintain a fast, dedicated WiFi service for CHPSC members.
- To provide and maintain a CCTV system in the building and, in Parc Heli and Cei Heli.
- Reasonable use of equipment at the Venue, which is owned by the Plas Heli including, but not limited to, the large screen TV’s and other electronic equipment. For the avoidance of doubt Plas Heli shall allow CHPSC to reserve the use of such equipment. This does not extend to the Telehandler and other equipment of a specialist nature.
- A bar till system to enable members discount at the bar to be applied on purchases or lodgements.
Storage Areas / Facilities Provided by Plas Heli to CHPSC
Plas Heli undertakes to provide the following facilities:
Storage
- Inner Compound: Provision of boat and trailer parking spaces for CHIPAC and Dinghy owner members in the inner compound. CHPSC to maintain a register of users and will collect fees for the use of the inner compound and will maintain this facility.
- Designated secure storage ashore for CHPSC and CHIPAC RIBs at the Venue of reasonable size and in a reasonable location as agreed between the Parties with access for appointed members for training related activities including but not limited to maintenance, rigging and repair.
- Provision of boat and trailer parking spaces for CHIPAC and Dinghy owner members in the main compound for short periods, by agreement with Plas Heli.
Berthing and Launcing Provisions Provided by Plas Heli to CHPSC
Plas Heli undertakes to provide the following facilities:
Mooring and Launching Fees
- Plas Heli will provide mooring facilities for up to a maximum two CHPSC and CHIPAC RIBs (and other vessels by agreement) on the Plas Heli Pontoons in locations as directed by Plas Heli.
- Use of the Hafan’s facilities is outside the scope of this Agreement and mooring is only permitted on the Plas Heli Pontoons and directed by Plas Heli.
- Launching of RIBS belonging to CHPSC and CHIPAC will be undertaken by a CHPSC designated contractor. The launching and recovery fees will be payable to the contractor by CHPSC.
- Launching and recovery of RIBs belonging to CHPSC with the Plas Heli crane will be subject to the operating policies set by Plas Heli from time to time, must be undertaken by a qualified and trained responsible person, and that the lifting points on the RIBS have been certified for lifting purposes.
Discounts Provided by Plas Heli to CHPSC and to CHPSC Members
Plas Heli undertakes to provide the following discounts subject to conditions:
Discounts
- Discounts to CHPSC members for services that are ersnormally provided by Plas Heli to other customers at full price. The discount to CHPSC memb will be applied to the following services:
- Pontoon berths - subject to qualifying criteria - see below.
- Camping
- Boat and Trailer storage Ashore
- Car Parking
- Discounts by the Franchisee Caterer for drinks at the bar.
- The above services will be subject to the Plas Heli Terms and Conditions, booking applications and availability.
Membership Qualifying Creteria for Berth Fee Discount
The maximum discount for a qualified member, on the Plas Heli pontoons, is 10%.
This is subject to the following qualifying membership status criteria, and subject to the Plas Heli Terms and Conditions, booking applications and availability.
To be entitled to a discount on the Plas Heli pontoons the applicant must demonstrate that they qualify as follows:
- be a member of CHPSC for more than 12 months - In the first 12 months a pre-qualifying term there is a 2.5% discount for Primary Membership Status and 5% for Joint and Racing Skipper Membership Status, provided that all other conditions are met.
- a discount of 5% will be given to membership Status of 'Primary Member'.
- a discount of 10% will be given to membership Status of 'Joint Membership' and 'Racing Membership'.
- no discounts will be given to Youth Members.
Venue for CHPSC Events
Plas Heli will provide the use of the Venue for the following Events:
- The IRC Welsh National Championships to be held in May (or a date to be agreed)
- For any other Regatta or Championships, subject to an Event Agreement.
For these Events Plas Heli will provide the following:
- Hire of RIBS as required for the event and by agreement between the parties. All Plas Heli vessels are insured for coaching, rescue and as instructor boats and will comply with the current RYA guidelines and will carry the essential equipment as listed in the RYA Training Checklist.
- The Plas Heli RIBs will be provided fully fuelled. They should be returned to Plas Heli fully fuelled. In the event of RIBs being returned without being refuelled Plas Heli will undertake the refuelling work and invoice for the fuel and for the service.
- Full use of Plas Heli Facilities including the meeting rooms for Race Office/Registration and Protest Room.
- Full berthing for Visiting Safety Fleet RIBS on the Events Pontoons.
- Full use of boat-park and compound for competitors’ storage for a reasonable time before, during and after the event.
- The exclusive use of the 3 out of 3 available training rooms at Plas Heli with power and internet access for the Race Committee, Jury, Protests, Media, First Aid Point, and for CHPSC Officers.
- Use of the Race Management Bridge.
- The use of The Plas Heli printer, scanner, and copier; at the additional cost specified in section 3 (payment of services).
- Free fast and dedicated wireless broadband internet facilities for all competitors throughout the event.
- Café and snack bar – services to be provided by the Catering Franchisee.
- Suitable sheltered areas on-site for measuring and weighing sails and boats.
- Access to the Academy’s event pontoons at all reasonable times by authorised personnel.
- Use of such changing rooms in the Venue as directed by Plas Heli from time to time, which shall include separate male, female and coaches’ facilities and suitable disabled facilities.
- Reasonable access to all public areas of the facility.
- Designated and / or secure shore side areas at the Venue of reasonable size and in a reasonable location as agreed between the Parties with access for competitors for training and or performance-related activities including but not limited to maintenance, rigging and repair.
- Provision of boat and trailer parking spaces for competitors at such locations as directed by Plas Heli.
- Storage space ashore for up to five volunteers RIBs as may be reasonably required by CHPSC.
- Facilities for Prize giving for participants, jurors, committees, sponsors, and officials as may be agreed.
- Provide one Notice board in the Main Hall.
- Use of Tally board (if required).
- Sufficient adequately sized Marks to support the race management team for up to two courses (if required).
- 10 x VHF hand-held radios for use on the RIBs provided by Plas Heli, fully charged each day.
- 1 x VHF hand-held radio for use by Beachmaster.
- 3 x Base Station VHF Radios for use at the Race Management Bridge.
CHPSC Obligations
CHPSC undertakes:
- to ensure that all CHPSC Members entitled to use the facilities:
- comply fully with the facility agreement and the rules that may be imposed from time to time by Plas Heli.
- comply with the Plas Heli’s ‘care of the Venue’ Rules including the Fair Use Policy for the use of electricity and water.
- are obliged to conduct themselves at all times when attending at the venue in competing or on duty as a member in a correct and appropriate manner that does not bring CHPSC, the sport, Plas Heli, or other CHPSC Members into disrepute and to behave reasonably and in a manner that shows reasonable and appropriate respect for all users the Venue, and of Plas Heli’s volunteers and, and are aware of and obliged to comply with all Plas Heli’s ‘terms and conditions’ currently in force and as amended from time to time.
- To abide by Plas Heli’s instructions with regards to parking, the storage of craft and trailers at the Venue.
- To respect all reasonable instructions and requirements of Plas Heli’s volunteers and staff.
- Not to use the Venue or any of the rights granted under this agreement for any unlawful, corrupt, immoral, or offensive purpose.
- Will ensure that coaches, and volunteers take all reasonable care when using Plas Heli’s equipment (including Ribs), in accordance with the manufacturer’s instructions and comply with all safety
- To ensure that operators of all support vessels understand that they must ‘pay-as-they-go’ when purchasing fuel from the Hafan fuel dock.
- To provide the Plas Heli’s Catering Franchisee with confirmed numbers of attendees for any agreed social events before the date specified by the Catering Franchisee.
- To take all reasonable measures to ensure that all CHPSC members abide by Plas Heli’s Health and Safety Rules and Regulations and to ensure that members do not enter any restricted part of the facility, this includes climbing on the buildings structure in any way.
- To ensure that CHPSC Officers, Members and Guests do not engage with venue discussions with the Franchisee, and any complaints should be directed through the CHPSC Flag Officers to Plas Heli.
- To abide by Plas Heli’s reasonable instructions with regards to parking, the storage of craft and trailers at the Venue.
- To ensure that all members are aware that all access gates to the facility should be closed and always locked.
- To respect all reasonable instructions and requirements of the Plas Heli Directors, Officers, Volunteers and staff.
- Not to use the Venue or any of the rights granted under this agreement for any unlawful, corrupt, immoral, or offensive purpose.
- To take all reasonable measures to ensure that all CHPSC members, competitors, officials, and volunteers take all reasonable care when using the Plas Heli equipment (including RIBs), and that they do so in accordance with good safety working practices, and safety instructions provided by Plas Heli.
- If requested, to complete the ‘Event Organisers Survey’ published by Plas Heli. This data is collated to monitor and help to develop and improve the facilities and services provided for event organisers.
- Not to assign any rights under this agreement to any other person or organisation.
