This is the process to opt-out of the standard electricity charging system on the Plas Heli pontoons, and the alternative charge as you use scheme.
Please inform Plas Heli of your decision to opt out of the standard electricity charging scheme by sending an email to
When you have been approved for the metered usage scheme, please provide your own approved and calibrated meter with the starting reading. This meter must be waterproof, fitted in-line, fitted next to the hook-up point. and be located in a position that is easy for Plas Heli to take readings.
You should then provide monthly readings
Plas Heli will issue periodic invoices for your consumption and on costs.
The invoice will have four elements as follows:
1. Consumption cost charge at our cost rate (presently 35p/Kwh)
2. Contribution to our service charge presently calculated at 15% (summer and 22% in the winter).
3. VAT will be added to the above charges.
4. Deduct the 'Part Payment in Advance' paid with the contract invoice.
If our energy costs reduce, we will pass on the reduction by adjusting the above rates.
The 'Annual' and 'Seasonal' berth contract invoice will include a £165 part payment in advance for the 'pay as you use' electricity.
Fair and Acceptable Usage Policy - Services at Plas Heli
Version 2 dated 11th February 2023
A 'fair use policy' (FUP) is a set of rules applied by the owner or service provider that restricts the ways in which the service and system may be used and sets guidelines as to how it should be used.
This policy is provided to set out in a clear and unambiguous manner what is provided and what is expected of the users of those services. It defines what sanctions will be applied if an user breaks the FUP. Compliance with this policy will be measured by regular audits.
Usage which is continually excessive is unfair on the provider, and affects other users enjoyment of the services. Also, it is not consistent with the usage typically expected and is inconsistant with the standard charge applied.
Excessive use will lead to additional charges or suspension, and this is enforced directly, without legal proceedings.
Our Customers must ensure that use of the Utilities by anyone in your group, including visitors, doesn’t in any way contravene the restrictions listed in the Fair and Acceptable Usage Policy.
A Fair Usage Allowance will apply to ensure that your energy and water usage is not excessive and kept within reasonable and sensible limits.
Should the Fair Usage Allowance be exceeded, we reserve the right to apply a supplemental charge to cover the amount by which the allowance was exceeded. Information surrounding the Fair Usage Allowance can be found below or on the web page for the relevant facility: Pontoons, Storage, Camping and Room Hire.
Within the Fair and Acceptable Usage Policy, you will also find information surrounding your responsibilities to help keep your network secure. Please ensure that anybody using the Utilities agrees with this policy and is aware of their obligations under it. This extends to members of your crew, group, or anybody accessing the network or services throughout the facility.
A Fair Usage Allowance will apply to ensure that your energy usage is not excessive and kept within reasonable and sensible limits. The allowances are designed to be generous and if you are sensible with your energy consumption, it is unlikely you will exceed these limits. This is based on a percentage of your berth fee and has been calculated on the cost of electricity over many years.
Should consumption exceed fair use limits, the usage will be monitored for a 'snap shot of two days and the calculated excess will be charged for the whole period of occupation.
Water usage must be kept within reasonable limits and for the purposes applied. Excessive use and wastage will be calculated abnd the person/s responsible will be charged accordingly to cover any costs that we deem to exceed a fair amount.
Security & Other users - You are responsible for ensuring that your usernames, passwords and login details for any internet service or equipment remain confidential so that the network cannot be used by any unauthorized person including, but not limited to, those controlling access to;
(a) any computer hardware systems or networks
(b) any computer software or applications
(c) any other services accessed by you in the use of either of the above.
You shall not disclose these credentials to any third party or use the same for any purpose connected with the improper use of the network including accessing or attempting to access other parts of the services for which you do not have access rights. You are responsible for taking all reasonable steps necessary to prevent a third party obtaining access to our network. You must immediately advise us if you become aware of any violation or suspected violation of these security provisions. You are responsible for all uses made of the broadband through your account (whether authorized or unauthorized) and for any breach of this policy whether an unacceptable use occurs or is attempted, whether you knew or should have known about it, whether or not you carried out or attempted the unacceptable use alone, contributed to or acted with others or allowed any unacceptable use to occur by omission. Although the internet is designed to appeal to a broad audience, it’s your responsibility to determine whether any of the content accessed via the broadband service is appropriate for children or others in your household, crew, or group to view or use.

Unlawful, fraudulent, criminal or otherwise illegal activities.

Knowingly or negligently transmitting or uploading any electronic material (including, without limit, files that contain viruses, corrupted files, or any other similar software or programmes) which is known or likely to cause, interrupt, damage, destroy or limit the functionality of any computer software, hardware or telecommunications equipment owned by the provider or any other internet user or person.
5. Anything that may disrupt or interfere with the network or services or cause a host or the network to crash.
6. Launching “denial of service” attacks; “mail bombing” attacks; or “flooding” attacks against a host or network.
7. Circumventing the user authentication or security process of a host or network.

11. Collecting, streaming, distributing or accessing any material that you know, or reasonably should know, cannot be legally collected, streamed, distributed or accessed.
If you report a breach of this Fair & Acceptable Use policy, you will be exempt from any recharges. You cannot report yourself.
If any customer or user acts in such a way as to constitute a breach of the 'fair and acceptable use policy' or if we deem that your use of the utilities is negligent, we may at our sole discretion, either give notice to stop the unacceptable use(s) or terminate your contract, giving you 7 days to vacate the facility.
