1. Title
Fire Evacuation Plan – Plas Heli
2. Purpose
This Fire Evacuation Plan sets out the procedures to be followed in the event of a fire or suspected fire at Plas Heli. It is designed to ensure the safe, timely evacuation of customers, visitors, volunteers, competitors, contractors, catering staff, and occupants of caravans, motorhomes, campervans, and tents on site.
3. Scope
The plan applies to the main building, external areas including the boat compound, rigging zones, car parks, temporary event structures, and any temporary accommodation units present during events or at other times.
4. Roles and Responsibilities
- Duty Manager: Leads the evacuation, liaises with emergency services, and confirms when it is safe to re‑enter.
- Event Safety Officer: Supports the Duty Manager, coordinates volunteers, and oversees event‑specific evacuation arrangements.
- Fire Marshals (event‑specific): Assist with clearing designated areas, checking toilets and side rooms, and directing people to assembly points.
- Volunteers: Follow instructions from the Duty Manager and Event Safety Officer, assist with crowd movement, and report any issues.
- Catering Staff: Safely shut down equipment where possible and evacuate promptly.
5. Alarm and Initial Actions
- Raise the Alarm: Activate the nearest manual call point if the alarm has not already sounded.
- Call 999: Request Fire and Rescue Service and state “Plas Heli, Pwllheli”.
- Inform Duty Manager: The Duty Manager or Event Safety Officer must be notified immediately.
6. Evacuation of the Main Building
- On hearing the fire alarm, all occupants must leave the building immediately via the nearest signed escape route.
- Do not use lifts.
- Do not stop to collect personal belongings.
- Follow exit signage and any instructions from volunteers, Fire Marshals, or staff.
- Proceed directly to the designated assembly point.
7. Evacuation of External Areas and Temporary Structures
- Occupants of temporary structures (marquees, race offices, briefing tents) must leave immediately and move away from the building and any fuel storage areas.
- Volunteers should guide people towards the nearest safe route to the assembly point.
- Generators and high‑risk equipment should be shut down if it is safe to do so.
8. Evacuation of Caravans, Motorhomes, Campervans and Tents
- Occupants must leave their units promptly and move to the nearest signed route towards the assembly point.
- Gas supplies and cooking equipment should be turned off if it is safe to do so.
- Vehicles must not be moved unless instructed by the emergency services or Duty Manager.
- Volunteers should ensure routes between units remain clear and assist anyone who needs help.
9. Assembly Points
Assembly points are located in the North Car Park and South Compound. The Duty Manager or Event Safety Officer will confirm which assembly point is in use for each event and brief volunteers accordingly.
- All evacuees must remain at the assembly point until instructed otherwise.
- Fire Marshals and volunteers should report any missing persons or concerns to the Duty Manager.
10. Accounting for Persons
- Event organisers should maintain attendance lists or sign‑on sheets where practicable.
- Duty Manager and Event Safety Officer will use available information (sign‑on sheets, registration lists, volunteer rosters) to identify any potentially missing persons.
- Any concerns must be communicated to the Fire and Rescue Service on arrival.
11. Communication with Emergency Services
- The Duty Manager or Event Safety Officer will meet the Fire and Rescue Service at the agreed access point.
- They will provide information on the location of the fire, any known hazards (fuel storage, gas bottles, generators), and any persons unaccounted for.
12. Re‑Entry to the Site
- No one may re‑enter the building or affected areas until authorised by the Fire and Rescue Service or Duty Manager.
- Event organisers and volunteers must support controlled re‑entry and ensure routes remain clear.
13. Post‑Incident Actions
- Any fire‑related incident or near‑miss must be recorded and investigated.
- The Fire Risk Assessment and Fire Evacuation Plan must be reviewed and updated if necessary.
- Findings should be shared with relevant volunteers, catering staff, and event organisers.
